Assuming this is a resistor cart, you could have a couple of problems. Most likely you aren't getting power to the low speed position in your control box.could be bad wire, misalignment, burned contact, or wiper arm out of adjustment. Remove the cover and look around. Also possible is a bad low speed resistor coil.
