The cart slows down going down a hill like it should, but then you have to stop shut the key off 3 or 4 times to get the motor to kick back up again to regular speed.. Any thoughts on what is wrong.

If it's a 89 it shouldn't slow down going down hill. 89 would be a series cart and should pick up speed going down hill.
