I just recieved this cart from my grandfather's estate and cant get to fire

it is backfireing through the carb and the plug is getting soked

it has a fe 290 motor i think

I think it is out of time ,but have no clue how to time it

Clean the carb. and set the valves first the engine is probably not out of time.
