I have a '93 gas club car with compression in the 50's. How can I determine if it just needs a head gasket or top end rebuild or if
It needs lower and top rebuild or just junk it and find another engine?

First make sure it doesn't have a valve sticking open a little. If it's not a stuck valve you won't really know what you need until you pull it apart.
