2003 48 Volt club car precedent - when going forward and let off the pedal, the cart coasts but then starts to drag and act like it is in reverse, even the switch is not moved, also the reverse buzzer will sound until in stops - I do not even touch the brake pedal - any suggestions?

That is regnerative braking using the motor to recharge the batteries. It's a normal function. You can program some of it out, but I'm not sure why you would want to.
